The Driving Force Behind Spectrum’s Network Evolution
Justin Colwell oversees the Technology Strategy & Innovation organization for Spectrum – the nation's leading broadband and video provider. He and his team focus on the long-term strategy for the Company’s network, including emerging technologies and incubating new ideas that will drive the business forward. He leads the design for Spectrum’s network architecture, including wired, WiFi and mobile networks, to deliver Spectrum’s seamless connectivity vision.
Justin’s team is responsible for the vision behind Spectrum’s multi-year network evolution project announced in 2022. This once-in-a-generation opportunity to leverage the scale and strength of Spectrum's network will deliver symmetrical and multi-gigabit speeds to customers across the country by 2027, in addition to improved reliability, greater capacity and advanced technology to enhance the overall customer experience.
Powered by Spectrum's Fiber Broadband Network and Edge Compute Infrastructure, his team is working with partners to support state-of-the-art technology like AI tools and other latency-sensitive, compute-heavy use cases. His team also is responsible for innovations like Spectrum Front Row, a first-of-its-kind experience that delivered immersive live NBA games to customers on the Apple Vision Pro, and has been instrumental in Spectrum's mobile development, including the continued expansion of 5G HMNO RAN and the launch of the MVNO relationship with T-Mobile.
Originally named Executive Vice President in 2022 to lead Spectrum’s Connectivity Technology organization, Justin previously served as Senior Vice President, Wireless Products, overseeing the Company’s mobile product and device strategy, and developing its converged customer experience between its internet, WiFi and mobile products. He joined Spectrum in 2015 as one of the Company’s earliest mobile-focused employees, helping launch Spectrum Mobile – now the fastest growing mobile provider in the Company's footprint – and leading WiFi product development.
Justin’s Early Career
Prior to joining Spectrum, Justin was Vice President of Access Network Technologies at CableLabs, where he focused on DOCSIS research and development. Before that, as a member of the Cricket Wireless national radio frequency engineering team, he managed all aspects of the team’s strategic vision, customer experience management and technology development. Justin also held various engineering positions at AT&T Wireless/Cingular and USWest/Qwest.
More About Justin
In recognition of his lifetime of contributions to the industry, Justin was inducted as a member of the Cable TV Pioneers in 2024. He also serves on the CableLabs Technical Committee and the Board of Directors for RDK Management.
Justin received a bachelor’s degree in engineering from the University of Colorado and participated in the SCTE-Tuck Executive Leadership Program at Dartmouth. He holds six patents.
