Rachel C. Welch Joins Charter Communications as Senior Vice President, Policy and External Affairs

Stamford, CT – Charter Communications, Inc. (NASDAQ: CHTR) today announced that Rachel C. Welch is joining its Government Affairs organization as Senior Vice President, Policy and External Affairs. She will lead the team responsible for developing the Company’s public policy positions and building external partnerships to further shared policy objectives.

Welch will report to Catherine Bohigian, Executive Vice President Government Affairs. “I am thrilled that Rachel will be joining our team,” said Bohigian. “She brings exceptional talent and experience and will be a tremendous asset to Charter and our Government Affairs organization."

Welch joins Charter from Cox Enterprises, a leading communications, media and automotive services company. At Cox, Welch served as Vice President of Government Affairs and developed and implemented Cox Enterprises’ federal policy strategy. Prior to working at Cox, Welch was Senior Vice President, Government Relations for the former Time Warner Cable overseeing its policy initiatives before Congress, the Administration and the States and managing a team of over 60 government relations professionals.

Welch has spent her career in telecommunications serving in both the public and private sectors. Before her time at the former Time Warner Cable, she was Communications Counsel for the Senate Committee on Commerce, Science and Transportation where she worked extensively on communications issues that came before Congress and the Federal communications Commission. She also previously worked for Time Warner, Inc., Covington and Burling, AT&T and McCaw Cellular Communications.

Alongside her work, Welch is currently the Chairman of the Board of GlobalWIN, a nonprofit organization committed to advancing opportunities for women in innovation fields. She has also been repeatedly recognized by the Women in Cable Telecommunications (WICT) organization.

Welch was a judicial clerk on the Court of Federal Claims in Washington, D.C. She received her law degree from the University of Virginia School of Law and Bachelor of Arts degree, magna cum laude, from Wells College.
