Charter Promotes Four Top Executives - Cullen, Davis, Hearity, Ramsey Advanced

St. Louis - The promotions of four key executives at Charter Communications, Inc. (Nasdaq: CHTR) were announced today by Carl Vogel, President and CEO. Tom Cullen was advanced to Executive Vice President of Advanced Services and Business Development; Wayne Davis to Executive Vice President of Engineering and Chief Technical Officer; Tom Hearity to Senior Vice President and Associate General Counsel; and Lynne Ramsey to Senior Vice President of Human Resources.

“These advancements are in recognition of the extensive contributions made by each of these individuals,” Mr. Vogel said. “Their leadership has been critical as we've transitioned Charter from a roll-up of disparate companies to an industry leader.”

Mr. Cullen joined Charter in July, 2003, as Senior Vice President of Advanced Services and Business Development, having previously spent some 20 years with the former MediaOne and U S WEST. A graduate of Northern Arizona University with a B.S. in Business Administration, Mr. Cullen also earned a Masters of Business Administration from the University of Colorado, and participated in a University of Pennsylvania, Wharton School Executive Program, pertaining to the integration of marketing and finance.

Mr. Davis has more than more than 25 years experience in cable engineering, technical operations, and operations management, beginning his career at Jones Intercable in 1984. Subsequently he became Senior Vice President of Engineering and Chief Technical Officer, and also held the position of Vice President of Engineering for Comcast Cable Corporation when they acquired Jones. Mr. Davis became Vice President of Engineering for Charter's former Western Division in 2001, and assumed responsibility for engineering and outer market operations for the Company's (former) National Region. He most recently was Charter's Senior Vice President of Engineering and Chief Technical Officer.

Mr. Hearity has nearly 30 years of legal and management experience within the cable and telecommunications industries. Before joining Charter in September, 2003, as Vice President and Associate General Counsel, he previously served as outside counsel to the Company, as well as to several major wireline and wireless telecommunications firms. For a number of years was in-house counsel to AT&T and the former NYNEX Corporation. Mr. Hearity earned both his undergraduate and law degrees with honors from the University of Iowa, in 1970 and 1973, respectively.

Ms. Ramsey joined Charter in March, 2001, and most recently held the position of Corporate Vice President of Human Resources. Her more than 20 years of human resources experience has including: Executive Vice President, Human Resources, of Broadband Infrastructure Group; Senior Vice President, Human Resources Director, for Firstar Bank; and Vice President, Human Resources, at Mercantitle Bank of St. Louis. Ms. Ramsey holds a Master's in Human Resources Management from Washington University, St. Louis, and an undergraduate degree from Maryville College.
