Charter Appoints Thomas A. Cullen Senior Vice President of Advanced Services and Business Development

ST. LOUIS--(BUSINESS WIRE)--July 21, 2003--The appointment of Thomas A. Cullen to Senior Vice President of Advanced Services and Business Development for Charter Communications, Inc. (Nasdaq:CHTR) was announced today by Carl Vogel, President and Chief Executive Officer.

In making the announcement of Mr. Cullen's appointment, Mr. Vogel said, "We continue to recruit top talent who will work together with our existing team towards the goal of increasing Charter's performance and leadership. Tom Cullen's extensive experience in advanced new media and broadband services will allow us to move forward with our plan to execute with excellence and focus, which is vital to our success."

During his nearly 20 years with MediaOne and USWEST, Mr. Cullen gained extensive new media/broadband experience as President of MediaOne Ventures, leading a team of investment professionals who interfaced with the venture and start-up communities to identify strategic partnerships and investment opportunities, with an emphasis on complementing MediaOne's network initiative of introducing broadband Internet access to the consumer market; as Vice President of MediaOne Internet Services, with responsibility for cable modem product offerings, including complete P&L responsibility for Internet services company-wide; as Vice President/General Manager of DiveIn, a start-up web-based developer of MediaOne city-centric Internet guides; as Vice President of Business Development, developing USWEST's strategy to create Internet focused business initiatives with content, commerce and network enablement firms; as Executive Director of Multimedia Development, assessing and developing USWEST market options associated with multimedia deployment, including the evaluation of interactive television, cable modems, and on-line services; and various other USWEST sales, service and marketing support positions.

Mr. Cullen was closely involved with the formation and launch of the Road Runner partnership involving MediaOne and Time Warner Cable. Following the merger of MediaOne and AT&T in July 2000, he was a co- founder and General Partner of Lone Tree Capital, a private equity partnership focused on investment opportunities in the technology and communications sector.

A graduate of Northern Arizona University with a B.S. in Business Administration, Mr. Cullen also earned a Masters of Business Administration from the University of Colorado, and participated in a University of Pennsylvania, Wharton School Executive Program, pertaining to the integration of marketing and finance.

Mr. Cullen is a member of the Board of Directors of SportsLine USA; a former member of the Board of Preview Travel, now part of Travelocity; a member of the Colorado State University Global Leadership Council; and the original Chairman of Cable Broadband Forum, an industry group formed to jumpstart cable modem deployment and standards efforts.
