Charter Names Charles H. ``Chuck'' McElroy Senior Vice President of Operations

ST. LOUIS, Mar 17, 2003 (BUSINESS WIRE) -- The appointment of Charles H. "Chuck" McElroy to Southeast Division Senior Vice President of Operations for Charter Communications, Inc. (Nasdaq:CHTR) was announced today by Carl Vogel, President and Chief Executive Officer. In this capacity, Mr. McElroy will have overall responsibility for all Charter operations in the Southeast serving some 2 million customers in seven states, including Alabama, Florida, Georgia, Louisiana, North Carolina, South Carolina and Tennessee.

Mr. McElroy has 25 years of experience in the communications industry. Most recently, he served as President of Cox Business Services, a unit of Cox Communications, Inc. in Atlanta, overseeing the operation that provides voice, data and video services to commercial customers. He was recruited to Cox, from SBC Communications, formerly Southwestern Bell, to pioneer and build a communications business over that company's cable network. Mr. McElroy served in various operations, strategic planning, marketing, and financial performance positions at SBC from 1978 to 1994.

A graduate of the University of Missouri at Columbia with a B.S. in Industrial Engineering, Mr. McElroy has earned a Masters of Business Administration from Washington University in St. Louis.

Mr. Vogel observed that Chuck McElroy's recruitment marks the second senior-level operations person to join Charter in the last month. In February, Charter announced the hiring of Lee A. Clayton, formerly Managing Director/Executive Vice President of United Pan-Europe Communications, nv (UPC), to Senior Vice President of Operations for the company's Midwest Division.
